RESUMEN El presente trabajo realiza un acercamiento teórico a la temática del acceso a los servicios de salud, con la pretensión de analizar críticamente su estudio y situación en el caso cubano. Se basa en el análisis documental de fuentes, relativas al contexto internacional (específicamente en lo teórico-metodológico) y también al nacional, a partir de la triangulación de información de documentos político-programáticos, estadísticos, la prensa escrita, y resultados investigativos. La discusión destaca la existencia, en el debate académico cubano, de vacíos e insuficiencias en los acercamientos a esta temática, y la necesidad de hacer replanteamientos en el orden teórico-metodológico que permitan un abordaje capaz de captar las múltiples complejidades de esta cuestión. En Cuba, si bien hay un sistema de salud universal y gratuito, diversas fuentes y actores identifican problemáticas de acceso a los servicios que deben ser visibilizadas y tenidas en cuenta desde el ámbito académico y político. La realidad del funcionamiento de los servicios está apuntando al imprescindible abordaje de esta cuestión, teniendo en cuenta los problemas relativos al sistema de prestaciones, pero también aquellos referidos a cuestiones externas a los servicios que pueden estar favoreciendo o limitando la existencia de barreras de acceso.

ABSTRACT The present work makes a theoretical approach to the issue of access to health services, with the aim of critically analyzing its study and situation in the Cuban case. It is based on the documentary analysis of sources, related to the international context (specifically in the theoretical-methodological) and also to the national, from the triangulation of information of political-programmatic documents, statistics, the written press, and investigative results. The discussion highlights the existence, in the Cuban academic debate, of gaps and inadequacies in the approaches to this topic, and the need to rethink the theoretical and methodological order that allows an approach capable of capturing the multiple complexities of this issue. In Cuba, although there is a universal and free health system, various sources and actors identify problems of access to services that must be seen and taken into account from the academic and political spheres. The reality of the functioning of the services is pointing to the essential approach of this question, taking into account the problems related to the benefits system, but also those related to issues external to the services that may be favoring or limiting the existence of barriers to access.
