RESUMO Por meio da distinção entre o 'campo da Saúde do Trabalhador' e a 'questão da saúde dos trabalhadores', o objetivo deste ensaio é o de problematizar quais são seus sujeitos fundamentais e qual a relação que podem estabelecer. São, assim, apresentadas as limitações e possibilidades postas ao sujeito sanitário, enquanto sujeito ativo na construção da cidadania no âmbito da 'Saúde do Trabalhador', mas ainda confinado no interior do capitalismo e, portanto, do 'campo' que dele faz parte. Já o sujeito revolucionário tem a tarefa histórica de romper com os limites do capitalismo e, dessa forma, enfrentar a 'questão' nas suas raízes, para além das fronteiras de qualquer campo.

ABSTRACT Through the distinction between the 'Health of Worker field' and the 'health of workers issue', the aim of this article is to discuss who their fundamental subjects are and what kind of relation can be established. We presented, thus, the limitations and possibilities given to the health subject, as an active subject in the construction of citizenship in the 'Health of the Worker' scope, but who is still confined within capitalism and, therefore, within the 'field' on which they take part. The revolutionary subject, on the other hand, has the historical task of breaking the limits of capitalism and, in this way, facing the 'issue' in its roots, beyond the boundaries of any field.

RESUMO O texto, enquanto ensaio reflexivo, tem como objetivo analisar as normas operacionais e de pactuação do Sistema Único de Saúde (SUS), no sentido de observar se o enunciado normativo decorrente dos pactos em saúde é coerente com a determinação constitucional de promoção, proteção e reabilitação da saúde dos trabalhadores e com o enfrentamento dos alarmantes indicadores epidemiológicos dos agravos decorrentes do trabalho. Utiliza, como método, a análise documental e bibliográfica referente ao tema e conclui que, a partir das necessidades em saúde, aquelas que dizem respeito à saúde do trabalhador são desconsideradas pelos mecanismos de pactuação e gestão do SUS.

ABSTRACT This is a reflective essay that analyzes the Unified Health System's (SUS) operational and agreement rules. It shows that the normative statement resulting from health agreements is consistent with the constitutional provision of promotion, protection and rehabilitation of the worker's health and the epidemiological indicators of diseases resulting from work. It uses, as a method, the documentary and bibliographic analysis related to the subject and concludes that, based on the health needs, those that concern the worker's health are disregarded by the mechanisms of agreement and management of the health needs related to worker's health are disregarded by the pact mechanisms and management of the SUS.
