UNITED NATIONS PROGRAMME ON HIV/AIDS (UNAIDS)

Treatment 2015 provides a results-driven framework to expedite and greatly expand HIV treatment coverage. With less than 1,000 days before the end of 2015, much work remains to be done. The WHO's new 2013 guidelines on The use of antiretroviral drugs for treating and preventing HIV infection recommend a CD4 threshold of 500 for initiation of HIV treatment. As an important step towards getting to zero AIDS-related deaths, countries should be encouraged to prioritize immediate efforts to ensure that all people eligible for HIV treatment have access to it. The rapidly evolving evidence base for HIV testing and HIV treatment raise a number of technical issues. Yet the most important factor of all is the commitment we each bring to the AIDS response. To end the AIDS epidemic, we must work together. Only through partnership, beginning with leadership of the countries burdened by HIV and supported by the collective determination of all stakeholders, can we reach our common goal.

The manual covers steps to be taken to address five main risk factors and post-crash care. It can therefore be used to: - develop an understanding of the framework of legislation and relevant processes that are applicable in a country; -review current national legislation and regulations and identify gaps that hinder implementation and enforcement of effective road safety measures; -identify available resources, including international agreements, evidence-based guidance and recommendations on effective measures, to improve legislation; and - prepare action plans to strengthen national legislation and regulations for the five main risk factors and for post-crash care, including advocating for improve-ment. Other important topics should also be addressed to achieve a comprehensive national system of road safety legislation and regulation; however, they are beyond the scope of this manual. They include, vehicle and helmet manufacturing standards and testing, third-party insur-ance, victim's rights and compensation, a graduated driver licensing system, road audits and design standards and driving hours for commercial drivers.

The structure remains similar, but includes an additional chapter on humanitarian coordination. All chapters have been revised to reflect changes in best practices, improvements in technologies, availability of new tools, and changes in WHO recommendations. The interagency handbook was developed to set out effective malaria control responses in humanitarian emergencies, particularly during the acute phase when reliance on international humanitarian assistance is greatest. It provides policy-makers, planners, and field coordinators with practical advice on designing and implementing measures to reduce malaria morbidity and mortality in both man-made and natural disasters. Such measures must address the needs of all affected popu-lation groups and accommodate changing needs as an acute emergency evolves into either recovery or chronic emergency phase. Ideal, or gold standard, approaches to malaria control are not always feasible in humanitarian emergencies. Interventions must be adapted to the realities of each emergency. Using this handbook should help humanitarian workers implement effective and concerted responses to malaria problems.

In spite of their tragic nature, and notwithstanding the human suffering they create, emergency situations are also opportunities to build better mental health care.
